The EFDB is undergoing a renewal and renovation. In early 2025, the IPCC Task Force Bureau agreed on new rules of procedure and new terms of reference for the Editorial Board of the EFDB, following receipt of the EFDB Management Group Review Final Report (see documents below). The emphasis of the EFDB will change. (i) The primary objective of the EFDB will be to be a repository or library of emission factors (EFs) measurements which could be analysed to support the transparency, traceability, accuracy and stability of IPCC default EFs. (ii) A secondary objective is to be as a searchable database for users to obtain EFs for use in national inventories.
Efforts are being made to streamline the process of data collection, placing less emphasis on ex ante controls and a greater emphasis on ex-poste analysis to test collated data against the quality criteria that exist in the IPCC Guidelines. Work is also underway to develop a more user-friendly EF database, with a new data submission process to be developed for use in early 2026.

Data submissions The TFI is seeking data from any provider with measurements or estimations of emission factors or related IPCC parameters that meet the IPCC quality criteria, as stated in the EFDB Rules of Procedure. Data maybe derived from science articles or from relevant, operational measurements. If you wish to submit your data, please contact the Technical Support Unit Please note: This supporting material has not been subject to formal IPCC review processes. The responsibility of using this information appropriately will always remain with the users themselves. The database users are highly encouraged to consult the background technical reference associated with the entry to better evaluate the application of the data to their own situation.
