2013 Supplement to the 2006 Guidelines for National Greenhouse Gas Inventories: Wetlands (Wetlands Supplement)
The Task Force on National Greenhouse Gas Inventories (TFI) is developing additional national-level inventory methodological guidance on wetlands, including default emission factor values, with the aim to fill gaps in the coverage of wetlands and organic soils in the 2006 IPCC Guidelines.
Following an invitation from the UNFCCC to “undertake further methodological work on wetlands, focusing on the rewetting and restoration of peatland, with a view to filling in the gaps in the 2006 IPCC Guidelines for National Greenhouse Gas Inventories” (FCCC/SBSTA/2010/13, paragraph 72), an IPCC Expert Meeting on Scoping Additional Guidance on Wetlands was held on 30 March – 1 April 2011 and its proposal was presented to the 33rd session of the IPCC held in Abu Dhabi, United Arab Emirates, 10-13 May 2011. The Task Force Bureau (TFB) of the IPCC Task Force on National Greenhouse Gas Inventories (TFI) selected the Authors and Review Editors based on the nominations aiming for a range of views, expertise and geographical representation.
The IPCC at its 35th Session held in Geneva, Switzerland on 6-9 June 2012 agreed to change the timeline for this work to allow the 2013 Revised Supplementary Methods and Good Practice Guidance Arising from the Kyoto Protocol to be completed in parallel. The dates below reflect the revised timeline.
Work on the production of the Wetlands Supplement was carried out in 2011-2013 over four Lead Author meetings and two rounds of review followed by a round of written comments by governments. The IPCC Government and Expert Review of the Second Order Draft (SOD) was completed in April 2013. The final round of submission of written comments by Governments on the Final Draft of the Wetlands Supplement was 12 August - 8 September 2013. The Overview Chapter of the Wetlands Supplement was adopted and the entire report accepted at the 37th Session of the IPCC (IPCC 37) held in Batumi, Georgia, 14 - 18 October 2013.
The Wetlands Supplement was developed in accordance with the "Procedures for the preparation, review, acceptance, adoption, approval and publication of IPCC Reports" and the decision at the 35th Session of the IPCC. Review is an essential part of the IPCC process to ensure objective and complete assessment of the current information. In the course of the multi-stage review process - first by experts and then by governments and experts - both expert reviewers and governments are invited to comment on the accuracy and completeness of the scientific/technical/socio-economic content and the overall balance of the drafts.
